Another issue, and a major one. At least that's what i believe.
The forum is probably the most important feature after the game itself, so it is supposed to be "good"....
I don't mind either, making the skin for IPB or PHPBB3 is no problem.
So it's more a battle of features. I'm just the admin so i don't have anything to say about it. I think that it's a choice that requires feedback from mod's & users.

H mm, I'd go for IPB simply because it's a paid software and it (looks) more proffessional
All servers I have seen use IP board, but I prefer Ethereal Discovery's the most. Ethereal Reborn, Paradise, and Eternity use the same layout, which I hate. Mainly because it doesn't show who has read the post in the past day.
As a player, we like to be reassured that our words and suggestions are read. Not just by the count of how many people read it, but by who reads it. Eternity's way is to display who is "currently" reading the topic. Ethereal Discovery shows everyone that has read that topic during that day. That was players know if a GM has read their topic.
Take the topics on Eternity where players have gone after GMs for a bad decision. They think that not many players are watching, but if the names of players that stepped in to take a look, but stayed quiet, the numbers would be huge.
Oh,Then PHPBB3 would be more interesting based on what you say. Since it clearly shows how many unique readers viewed your topic.
Ethereal Discovery uses an old(er) version of Invision Power Board that is able to display everyone that has viewed that topic that day. When the admin made another server (Ethereal Reborn), that server didn't have that feature. Don't know why. Just letting you know that it IS possible to do with IPB

It's full of bugs, so much i can't fix them even if i spend my whole week-end on it :/
